Hi Hannu, yes - without any dependency tweaking (e.g. by introducing conditionals like you suggested) a given source package build-depends on the union of all dependencies of all binary packages declared by the source package.
The only way to mitigate that is using conditional dependencies in the form DEPENDS:=+PACKAGE_foo-with-bar:libbar ~ Jo
