While setting up a new Adtran 854-6 (PN:1760026F1S#SHR) router from my ISP, I entered some DHCP address reservations. It is running "SMART/OS powered by OpenWRT" firmware version 25.6.6.1 (US).
For most of the MAC addresses I used colons between the octets, e.g. 18:03:73:D8:D8:B7. For one, I cut-and-pasted in the format that Windows 11's "ipconfig /all" uses, with dashes, e.g. 18-03-73-D8-D8-B7. That seemed to prevent the DHCP server from working at all. I was able to regain control by manually setting my laptop to an IP address in the correct subnet and connecting to the router with an Ethernet cable, then fixing the formatting of the MAC address.
