#16728: Wifi energy saving seem not to work correctly

 I've noticed this some months now and gave it a little look every few week
 doing an update to latest trunk. It seemed to got better over time, than
 worse again, better, and now it seems to be broken (again?)? I have one
 2,4Ghz device, an three 5,8Ghz, all android ones which have energy saving
 mode. I've noticed after doing a reboot, that the router correctly shortly
 switches into the lowest TX/RX rate (6mbit), and stays that way (if the
 devices are idling). But after some random time, the router doesn't go
 down anymore, and always stays at max/middle rate, for example 54.0 Mbit.
 Router is a WNDR3800.
