#16748: ip-full isn't installed into rootfs properly

Changeset https://dev.openwrt.org/changeset/39854 added support for
building an ip-full package, which builds the full iproute2 utility.
The problem I am having is that when I select ip-full to be installed,
both ip(minimal) and ip-full packages are built and installed with
overlapping files (/usr/sbin/ip binary), in effect only installing the
minimal version.
I am installing on an ar71xx_mikrotik board with wget2nand, by booting a
smaller live image and installing a full version with wget2nand.
Uninstalling ip and ip-full, then reinstalling ip-full installed the
proper binary.
