I think your 6in4 he.net/tunnelbroker tunnel is configured in the wrong
way

network.wan6.ip6prefix=2001:470:1f06:199::/64
network.wan6.ip6addr=2001:470:1f06:199::2/64
}}}
ip6addr is your tunnel endpoint it has a different number in front
("prefix") than
the IPv6 subnet / routed /64 subnet you get from he.net
it might be similar to
{{{
1f05:199 = prefix tunnel (::2 tunnel endpoint address)
1f06:199 = prefix routed /64 subnet
}}}
depending what number you mixed up
