Usually the sources are downloaded directly from the upstream repository
during the make process, and that download location is defined in the
package's Makefile. The Openwrt download dir is just a fallback utility in
case the upstream server is unreachable.
Polarssl should be downloaded from https://polarssl.org/code/releases as
defined in
https://dev.openwrt.org/browser/trunk/package/libs/polarssl/Makefile?rev=40950#L16
https://polarssl.org/code/releases/polarssl-1.3.7-gpl.tgz works quite ok
for me.
