#16817: dnsmasq 2.71 doesn't obey /etc/dnsmasq.conf on TP-Link WR1043ND V1

As a result of the above, options like "except-interface=" are being
ignored, which leads to console flood with lines like this one:

Tue Jun 17 23:19:10 2014 daemon.warn dnsmasq-dhcp[9358]: DHCP packet
received on eth0.2 which has no address
}}}
The older trunk versions, containing an older version of dnsmasq doesn't
seems to have such problem on that router.
