 While you are not breaking regulatory issues as such, you make it
 impossible to follow guidelines of the regulatory: The RTR recommends to
 use the non-overlapping channels 1,5,9 and 13.
 If you disable channel 13, you make the situation worse in crowded urban
 situations, since most provider "WLAN-Modems" of A1 or UPC (and many other
 brands using A1 Services), will be stuck at either channel 1 or channel 6
 (with RTS/CTS disabled and RTS to self disabled) - have fun!
 It's like selling cars capabable of a maximum of 35 mp/h in a country,
 where highways demand for a minimum of 45 mp/h and allow for a maximum of
 55 mp/h.
 It this is a political matter, it's rather stupid, isn't it?
