Yes it is. The usual Windows archive tools like WinZip, 7-zip, rar, etc
can handle it. There are point-and-click web server solutions, and you
don't need to preserve *nix file ownership, permissions, etc. It can be
done in 10 minutes.
Sure, it's not handed to you on a silver platter, but it is at least an
order of magnitude easier than preparing a linux installation, checking
out the buildroot, choosing your platform, and waiting for an hour for it
to compile. (Which is actually *much* easier than it sounds at first.
It's not like trying to compile DD-WRT.)
