#16974: Able to set channel 12 with regdomain US

 just noticed that I can set channel 12 when I've enabled country US. This
 should not be possible because the upper frequency is not in the 2.4G
 spectrum of US in the regdb.txt. Hostapd accepts the channel (because it
 is not marked as disabled) and the kernel doesn't reject it for HT20 mode.

 This problem seems to be introduced by
 8eca1fb692cc9557f386eddce75c300a3855d11a ("cfg80211: Use 5MHz bandwidth by
 default when checking usable channels") of the kernel
