#17300: Expose rp_filter option in (L)uci firewall

Linux has a built-in reverse path filtering system for IPv4 and IPv6
routing, known as rp_filter. Currently rp_filter can be enabled in
OpenWrt, but it requires editing the sysctl.conf file. It would be really
great if we could set rp_filter through the UCI/Luci firewall options –
either globally or on a per-zone basis.
