I am not facing this issue. Please, make sure that asterisk started
succesfully and if your overlay is properly created.
The only resources that are needed is folder /var/lib/asterisk/static-
http. This is created during the init of asterisk as a symlink to
/usr/lib/asterisk/static-http.
If it still does not work, please, send me your target, buildroot .config
and I hope I can make it work again for you. In other cases it should work
(run tested on ar71xx and x86).
