#17352: Add blockdev from util-linux

Currently I have to cd into the build_dir/target-mips/util-linux and copy
blockdev manually to my WNDR3800 everytime I flash the image.
I run a raid 5 array and the blockdev that comes with busybox does not
support read ahead adjustment.
