It looks like wshaper also needs to be updated to be better integrated
into the netifd subsystem.
This log is from first cold boot, when both router and modem have been
turned on simultaneously. The router initializes very early before the
modem could even finish setting up its DSL link.
The router is running CHAOS CALMER (Bleeding Edge, r41936).
