#17415: Can't hold HT40 mode with noscan=1 (TP-link 1041Nv2 BB RC2)

It is on 40MHz mode when router power up but then drop to 20MHz mode after
while. Have forced noscan mode. Nothing interesting in kernel log but in
system log found below:
