#17575: SSH connection drops with error

I have two different routers running r42149. SSH connections will
frequently (about every 5 minutes) give an error. I'm using TeraTerm, and
the error message is:
"Unexpected SSH2 message(80) on current stage(6)"
Using WinSCP, the same thing happens, but the error message is displayed
as:
"Disconnected: Server protocol violation: unexpected
SSH2_MSG_UNIMPLEMENTED packet"
This happens on both of my routers, and I've never seen it before updating
to r42149.
