#17582: poor WiFi performance / ath9k / TP-LINK TL-WR1043ND v1

testing some days with r42162 I see always the same symptom happening, no
matter which devices i'am using: very slow wifi,
high ping-times >1 sec (but not much traffic). devices are not far eway
from AP (2-4 meters). when querying minstrel it looks like:
