#17724: with dnssec dnsmasq fails to work on boot

With dnssec enabled dnsmasq starts but fails to server DNS addresses on
boot. turning off dns (option dnssec 0) restarting dnsmasq and then
turning dnssec back on gets dnsmasq working again.
