#17751: netdiscover discovers nothing (r42321)

Via LuCI: Network -> Configure Diagnostics -> Network Device Scan ->
Perform Device Scans (this can take a few minutes)
The operation takes no time at all, but no device is found, even though
the LAN is populated with lots of devices.
The scan is configured on the LAN (bridged ethernet/radio) interface,
192.168..../24. I can't find the configuration file, but I'll upload it
(or any other info) if asked.
