Further bisecting found the culprit, and there's even a
[[https://patchwork.ozlabs.org/patch/366146/|patch for qemu]] pending that
fixes it.
This was broken in qemu 1.6, so your options are to either use an older
release, build qemu yourself with the patch applied, or wait for a fixed
release.
I'll close it as "not_a_bug" in the meaning of "not an !OpenWrt bug", not
that there is no bug. There is clearly one in qemu.
