#17771: odhcp gives away static leases

 i have some hosts with static iPs in my network, so i set their ip/mac in
 /etc/config/dhcp, because i don't want other hosts (that are using dhcp)
 to get them (also odhpd doesn't honor option "start" anymore, like dnsmasq
 did)...
 but in recent trunk it seems, that some hosts manage it from time to time
 to get the same ip as some of my static-ip machines...
 i have no tcpdump yet, and there's nothing in the syslog (i'm unable to
 find details, because at the time when i happened it only showed "ACK to
 ff:ff:ff:ff:ff:ff", and i don't know the MAC of the rogue host either),
 but i noticed in my logs (on other machines) that connections broke and
 the static hosts ip suddenly resolved to a completely different hostname

 is that possible?
