Comment:

 I think this proposal would create more problems than it would solve:
 - There is no guarantee that there is a "lan" or "wan" interface, the user
 might have a completely different configuration
 - There is no clear definition of "core network", or that DHCP and DNS is
 really bound to it.
 - Simply splitting the boot into two phases is too arbitrary and limited
 with more complex configurations, some interfaces may not be available at
 all times.
