#14076: layer7 netfilter module is not created in recent trunk

seems BB goes final without layer7. just checked the the 14.07 image and
packages. QoS generates files wth layer7 statements but there is no layer
7 module:
root@wlanrouter:/usr/lib/qos# cat generate.sh | grep layer

add_insmod xt_layer7
