I think there may be a bug in the RT-N13U board that prevents the new dwc2
driver from initializing properly on BB.

There used to be a patch
([https://dev.openwrt.org/browser/trunk/target/linux/ramips/patches-3.10/0035
-USB-dwc2.patch 0035-USB-dwc2.patch]) to help with that, but it doesn't
exist anymore. It still lives on 3.14
([https://dev.openwrt.org/browser/trunk/target/linux/ramips/patches-3.14/0059
-USB-fix-dwc2.patch 0059-USB-fix-dwc2.patch]). Any chance BB can still be
patched?
