#18032: ATH_USER_REGD no longer working?

I just downloaded the BB14.07 source code:
git clone git://git.openwrt.org/14.07/openwrt.git
and compiled it with the same .config I've compiled and tested rc3 with.
(.config had CONFIG_ATH_USER_REGD=yes and CONFIG_ATH_USER_REGD=y in it)
I use ImageBuilder/Firmwarebuilder afterwards, since I have several
devices with several use cases to flash).
The most basic image was tested on my testing device, a TL-WR1043NDv2.
After sysupgrade was through, the channels 12 and 13 were disabled using a
regdomain of "AT". (Also with "DE", which is quite the same on this
router.
A reboot after changing the settings didn't help either.
I am puzzled: The same method well worked with rc3 and all channels for
2.4 and 5 GHz.
During compilation I had no visible error message and I use the same
regdb.txt as before.
