#18044: Crackly USB sound on Raspberry Pi after r42678

When you play audio on a Raspberry Pi (Model B) through a USB sound card
like a cheap "3D Sound" dongle or an iMic, there is now a lot of crackling
and popping audible. It is absent up to r42678 and present from r42681
onwards. (I can't compile r42679 and r42680 as libpopt won't compile,
needed for my audio program – shairport-sync.)
