I can confirm this. Set country that allows channel 13, and it won't
work. Sometimes radio would list as disabled when it is not. Tried jow
reghack, the option is there, and more power available, but it doesn't
work.
Another issue, with the jow reghack, using country HT or FM, should be
able to do 24 or so dBm on 5ghz channels 36,40,44,48... but still limited
to 17dBm, which makes me think the netgear wndr3800 is hardware locked???
