#18257: procd: in uml - tty does not seem to work

I am not sure if this is a misconfiguration on my part, but given older
procd (the September version) + latest trunk, it works, but with latest
procd, I get:
Please press Enter to activate this console.
/sbin/askfirst: Failed to execute /dev/console
(on enter the error above shows up)
