#18384: Unable to enumerate USB device

I have Barrier Breaker stable installed on TP-Link WR1043ND v1. I also
have usb hub with pendrive (extroot) and hp printer connected to it.
When I power the printer on, it is not recognized by OpenWRT. Here's the
relevant dmesg output:

Howerer, if I reboot the router while the printer is on, it is recognized
everytime during startup. This leads me to believe this is a software
issue.
I've found many other posts with people having problems with ehci failing
to enumerate usb devices. Usual response is to check hub/cables/hardware,
but I am quite sure the problem is with software. I've tried different
hubs and cables, printer always works if it's on during router startup and
never works if it's turned on when router is active.
