#18398: Installing ntpd causes sysntpd to crash

After installing ntpd, port 123 is taken, so sysntpd should not be
started. It gets started anyway, then cleanly exits:
user.emerg syslog: Instance sysntpd::instance1 s in a crash loop 6
crashes, 0 seconds since last crash
I know I can disable it manually -- but shouldn't that happen
automatically?
