#18414: opkg / default_postinst: $PKG_UPGRADE never set to "1"

 I'm currently working on upgrading the "old package" Privoxy.
 On my test system (VirtualBox-x86) OpenWrt r43357 I installed
 privoxy-3.0.21 from old packages.
 When I install my 3.0.22 package opkg tells:
 "Upgrading privoxy on root from 3.0.21-1 to 3.0.22-1..."
 but the enviroment of $PKG_UPGRADE is set to "0"

 If I do a clean install of 3.0.22-1 $PKG_UPGRADE is also set to "0"

 I implement an echo $PKG_UPGRADE inside /lib/functions.sh for testing
 The package is build on the same r43357
