#18444: Allow fully static DHCPv6 leases

 With DHCPv4 it's possible to use e.g. 192.168.1.[200-250] for dynamic DHCP
 but still give out IPs in the 192.168.1.[2-199] range via static leases.

 However, this seems to be currently impossible for v6 addresses.
 There is only the "host id" setting which can be max. 8 hex chars and it
 always shares a subnet with DHCPv6. It should be possible to specify a
 full IP address for a static lease entry instead.
