#18476: IPv6 neighbor discovery doesn't work on the lan-wifi bridge

Running BB with 6rd tunnel; the problem is that hosts connected via wifi
cannot do ipv6 discovery of the hosts connected to lan. Once lan host gets
DHCPv6 address renewed it is accessible again.
Setting igmp_snooping for the lan interface to 0 seems to solve the issue,
however that might not be desirable because of IPVT multicast streams.
