I don't have exactly the same hardware to test on, but observed a similar
problem using BB. I created a 3 node ibss network: 1 ubnt-nano-m2
(ar71xx), one ubnt2 (atheros) and a laptop with an Intel chip set.
Both when creating the interfaces manually using is and when using the
openwrt config files the ar71xx <-> atheros link is always 1mbps whereas
the ar71xx <-> laptop and atheros <-> laptop links both use higher rates
even when the signal strength of the links are lower.
I also tried fixing basic_rates to only 11mbps. When doing this,
regardless of signal strength the working links only ever connect at
11mbps, whereas the connection between the two openwrt routers still
stayed at 1mbps.
