#18624: Please consider adding novj to /etc/ppp/options.pptp by default

Van Jacobson TCP/IP header compression (RFC1144) inherently relies on the
fact that the sender and the receiver of PPP frames see exactly the same
stream of data. However, with PPTP on lossy networks, this is not the
case. Result (when running youtube-dl on the PC, observed in the wild with
SwissVPN):
_ssl.c:1429: error:1408F119:SSL routines:SSL3_GET_RECORD:decryption
failed or bad record mac
As VJ compression is inherently incompatible with pptp, I suggest
explicitly disabling it:
novj
novjccomp
