#18664: update smcroute to the 2.x branch

 I have a patch to upgrade the smcroute package, which is currently at
 version 0.9.2.    The upstream has been taken over by a new maintainer and
 has some nice new features (like *,G routing, and config file support).
 This is the version in debian et al

 I would attach a patch, but I'm not clear on a few points:
 - Should I create a copy of the package? IE, smcroute2 ?  I think not, but
 maybe that's easiest?  As best I can tell this should be 100% backwards
 compatible.
 - On barrier_breaker it's been moved into feeds/oldpackages/net -- should
 I diff against that directory to make the patch?  Or would it be better to
 submit a patch adding it to feeds/net, and then request removal from
 oldpackages?

 Obviously, my motivation in doing this is to make it so I don't need to
 build this every time I upgrade :)  So, please let me know how I can help.
