#18686: ar71xx: DFS failure with HT40 / multiple VAPs

 I just tested DFS on trunk with a Buffalo WZR-HP-AG300H. Strange problems
 occured. But after fixing the EEPROM all channels (including DFS) are
 available (in 5GHz band).

 If I start an VAP with HT20, hostapd scans the frequecies and selects a
 channel. The following start_dfs_cac is successfull.

 If I start an VAP with HT40+-, hostapd also scans and finds a channel.
 But the start_dfs_cac fails.
 Here a log entry:
 wlan1: interface state HT_SCAN->DFS
 wlan1: DFS-CAC-START freq=5500 chan=100 sec_chan=1, width=0, seg0=0,
 seg1=0, cac_time=60s
 DFS start_dfs_cac() failed, -1
 Interface initialization failed
 wlan1: interface state DFS->DISABLED
 wlan1: AP-DISABLED
 More debug:
 nl80211: Start radar detection (CAC) 5500 MHz (ht_enabled=1,
 vht_enabled=0, bandwidth=40 MHz, cf1=5510 MHz, cf2=0 MHz)
 nl80211: Failed to start radar detection: -16 (Device or resource busy)

 Another problem I found is that if DFS is used, and I want to assign
 multiple VAPs, it does not work. Hostapd also breaks with Device or
 ressource busy when setting the VAP wlan1-1 up. Using a non DFS channel
 resulted in a working hostapd. In this case I couln't get more
 information.


 BTW, VHT and DFS with an ath10k card works fine.
