#18733: ar71xx nightly missing luci-i18n packages

https://downloads.openwrt.org/snapshots/trunk/ar71xx/packages/luci/, as of
r43898, is missing the luci-i18n-* packages. I'm somewhat surprised this
wasn't caught by Buildbot in any obviously visible way.
I see the latest attempt to build ar71xx on buildbot failed, with r43912.
I'm curious how the i18n packages didn't get built on one specific
platform; it seems a bit weird.
