#18776: Add Asia/Tehran timezone to Luci's webinterface

I have calculated the proper Asia/Tehran tz string. It's quite different
than the usual ones because of the fact that they use Solar Hijri
calendar.
The calculated string, I believe is as close as it could get for
Asia/Tehran using tz (it will also count the leap day for maximum
precision between 2 calendar systems):
IRST-3:30IRDT,81/0,265/0
