#18828: running dhcp client ( udhcpc ) manually failing

As per our requirement we need to launch the udhcpc manually instead of
bring it up at boot time.
But when we try it launching manually i have seen "sending Discovery
....." message and after that interface is not configured. I have verified
that DHCP server if properly configured.
