#15208: [ar71xx] sysupgrade kills dropbear?

It either kills dropbear or something that causes connection hickup. After
commenting out the line that performs the kill I get the following list of
processes killed:
askfirst ubusd logd odhcpd netifd ntpd dnsmasq
Also - in some cases disabling wifi caused the sysupgrade to pass.
