#19232: low txpower on TL-WR802N and it can't be changed

TL-WR802N the CPU is qca9533,same as wr841n v9,but when I flash the wr841n
v9 openwrt ROM to this machine,the txpower is very low. only different is
TL-WR802N has no pa, wr841n v9 have pa.[[Image(http://blog.ich8.com/wp-
content/uploads/2014/08/01.jpg)]]
