#19343: Archer C7 v2 crash loop if wifi is enabled

Current build will crash an Archer C7 and send it into a reboot loop if
wireless is enabled.
OpenWrt Chaos Calmer r45064
Steps to reproduce:
1. Install factory or sysupgrade:
https://downloads.openwrt.org/snapshots/trunk/ar71xx/generic/
2. opkg install kmod-ath10k
3. Wifi detect
4. Enable wifi and the router will immediately start crashing/rebooting
forever
I can't see any logs because its crash-reboot open enabling either the
ath9k or ath10k radio. I don't have a JTAG to see the serial console. To
get it back I wait for it to ping and immediately execute a command like
this before the radios try to come up:
ssh root@<ip> 'echo "" > /etc/config/wireless'
I have tested both sysupgrade and factory images and all do the same thing
with an Archer C7 v2
