#19418: does luci really need to depend on luci-app-firewall?

I can see luci-app-firewall depending on luci. But does luci really need
to depend on luci-app-firewall, such that if I want to remove the firewall
package I have to remove luci also due to the dependency chain of firewall
->luci-app-firewall-luci?
