#19464: no labels in luci when not installing the meta package

When I don't install the {{{luci}}} metapackage but instead install the
part of it that I am interested in, everything seems to work except that I
don't get labels in the web UI.
For example, if I install the following packages:
uhttpd
uhttpd-mod-ubus
luci-mod-admin-full
luci-theme-bootstrap
libiwinfo-lua
luci-lib-nixio
instead of {{{luci}}} I get screens on the web interface that look like
the attachment.
