#19489: qos-scripts reverse option

It would be useful if i could add a bandwith limitation to lan interface
instead to wan interface.
But when i use the lan interface the download and upload options have to
be inverted. But when i invert the download und upload limit. But this is
not a good solution because download and upload filters are not inverted.
As solution i made a patch for qos scripts, see attached file
