#19491: Ticket System: Make "Create ticket" and "Preview" only once clickable

There are again and again double and tripple reported bugs from a person
that seem to have pressed the buttons more then once.
Please make the buttons cklickable only one time and maybe an information
that there is a process going on and the person should wait.
