$(TARGET_CROSS)nm is not available when using ImageBuilder. Probably
https://dev.openwrt.org/browser/trunk/target/linux/malta/image/Makefile#L31
and
https://dev.openwrt.org/browser/trunk/target/linux/malta/image/Makefile#L33
should just be skipped in case $(TARGET_CROSS)nm is not available.
