#19594: sysupgrade failes with invalid image type on r45511

If images is flashed with `sysupgrade -F` everything is fine, and device
boots up regulary.
Please give me more info what nessesary infos I have to give, if it's not
reproduceable. I have tested this on three different tl-wr841n-v8(.2) with
the same result. On BB 14.04 r44952 I can flash this image with no
problems.
