#19604: arp incomplete and other networking misbehavior

 Using the "openwrt-ar71xx-generic-tew-732br-squashfs-factory.bin" image
 with vanilla configuration:

 Router has a "complete" ARP table of all direct-attached wired devices
 (that is no switches or other intermediate networking devices).  However,
 direct-attached devices on network do not respond to ARP requests from
 neighboring attached devices.  Needless to say these "unresponsive ARP"
 devices also don't respond via tcp/udp.

 With the stock factory firmware from Trendnet this behavior does not
 happen (iow, has proper behavior).

 For example attaching the original Linksys WRT54G (just equipment I had
 handy to sanity-check) to one of the ports of the TEW-732BR, both with
 openwrt firmware installed, an adjacent network device would be unable to
 ping the WRT54G.

 Just to make sure it's not something like a flaky cable, I tried multiple
 ethernet cables and ports.  This happens regardless of the cable or ports
 used.
